Demonstration of Construction Plan of Key Laboratory of Climate Resources Development and Disaster Prevention and Mitigation in Gansu Province has been Achieved

       On January 26, Gansu Provincial Science and Technology Department organized experts in related fields to demonstrate the construction and operation of the key Laboratory of Climate Resources Development and disaster Prevention and Mitigation in Gansu Province. Feng Qi, party secretary of the Northwest Institute of Ecological Environment and Resources of the Chinese Academy of Sciences, served as the head of the expert group. The members of the expert group were Zhang Qiang, chief engineer of Gansu Meteorological Bureau, Shi Yucheng, deputy director of Gansu Seismological Bureau, Wang Ningbo, Power Science Research Institute of Gansu Electric Power Company, National Network, and Dong Haiying, Dean of New Energy and Power Engineering College of Lanzhou Jiaotong University.
       Liang Yunsheng, director of the basic research department of Gansu Provincial Science and Technology Department, presided over the demonstration meeting. The head of the joint construction unit of the Institute of Science and Technology Development of Lanzhou University, and the head of the College of Atmospheric Sciences and the Laboratory, and some scientific research backbone of the laboratory participated in the demonstration meeting.
       Wang Chenghai, professor of College of Atmospheric Sciences and also of Gansu Provincial Climate Resources Development and Key Laboratory of Disaster Prevention and Mitigation, introduced the laboratory construction and operation plan. The expert group pointed out that the laboratory is aimed at major national strategic needs, focusing on the advantages of our province’s climate resources, aims at the development and utilization of climate resources in arid areas and the study of secondary disasters caused by them. The laboratory carries out the development of secondary disaster model caused by extreme climate events in complex terrain, the assessment of wind and photoelectric climate resources, the prediction and utilization of climate resources, and the prediction, early warning and risk assessment of secondary disasters caused by extreme climate events. The location is clear and the research direction is clear. The expert group agreed that the laboratory has a good foundation in terms of scientific research conditions and talent team building; the laboratory’s operating mechanism and management system are perfect; the implementation plan is reasonable and feasible, and the management and safeguard measures are in place. It is hoped that the laboratory will make a breakthrough in the construction of high-level talents, high-level output and interdisciplinary integration, and become a gathering place for young backbone talents in the field of climate resources and environment in the western region and a training base for innovative talents.
       The expert group unanimously agreed to pass the demonstration after listening to laboratory reports, on-site inspections, reviewing materials, and full inquiries and discussions.
 

       The Gansu Key Laboratory of Climate Resources Development and Disaster Prevention and Mitigation is jointly constructed by Lanzhou University and Lanzhou Vocational and Technical College of Resources and Environment. Gansu Meteorological Bureau and Gansu Air Traffic Management Bureau of Civil Aviation of China are supporting units. It was approved in December 2020. Based on model development, the laboratory is committed to combining theories and applications of atmospheric sciences, conducting exploratory research, contributing to the high-quality development of climate resources, serving the economic construction of Gansu, and providing disaster prevention and mitigation and trending for the decision-making departments of Gansu Province.
