Lanzhou University and China Meteorological Administration Deepen University-Administration Cooperation and Sign Strategic Cooperation Framework Agreement

On March 30, Lanzhou University and the China Meteorological Administration (CMA) held a working meeting and signed a strategic cooperation framework agreement. The two sides will thoroughly implement the important expositions by General Secretary Xi Jinping on education and important instructions on meteorological work, and deepen university-administration cooperation focusing on scientific and technological innovation, discipline construction, and talent cultivation. Yang Yongping, President of Lanzhou University, and Chen Zhenlin, Secretary of the Party Leadership Group and Director of the CMA, attended and addressed the meeting. Cao Hong, Executive Vice President of Lanzhou University, and Cao Xiaozhong, Deputy Director of the CMA, participated in the meeting.

Yang Yongping pointed out that meteorological work is vital to national economy and people's livelihood, serving the "top priorities of the country" and providing important support for economic and social development and people's well-being. Since the establishment of strategic cooperative relations in 2002, the two sides have achieved fruitful results in collaborative research, platform co-construction, and joint talent cultivation. Lanzhou University will work with the CMA to strengthen research on key scientific issues to safeguard national energy security, ecological security, and climate security, and demonstrate new actions in serving national strategies;build the Lanzhou University Earth System Numerical Prediction Research Center to achieve new leaps in creating highlands for innovation;optimize the meteorological talent training system, promote the cultivation of interdisciplinary and compound talents in the "meteorology +" model for energy, low-altitude economy and other fields, and explore new paradigms in innovative training models;establish a regular docking and implementation mechanism to accelerate the transformation of scientific research achievements into operational capabilities and teaching resources, and stimulate new impetus in deepening institutional coordination, so as to write a new chapter of in-depth integration and win-win collaborative development between the university and the administration.

Chen Zhenlin stated that the Party Central Committee and the State Council attach great importance to meteorological work. The Outline of the 15th Five-Year Plan, the Central Economic Work Conference, and the Central Rural Work Conference have put forward clear requirements for strengthening meteorological monitoring, forecasting and early warning, enhancing the capacity to cope with climate change, especially extreme weather, and serving and supporting new quality productive forces. These require in-depth participation of national strategic scientific and technological forces, and promote better transformation and application of scientific and technological achievements through university-administration cooperation. He hoped that based on the solid foundation of cooperation, the two sides will deepen collaborative innovation driven by national strategic needs and provide strong scientific and technological support for the "top priorities of the country";strengthen discipline construction and talent cultivation featuring interdisciplinary integration, focus on empowering all industries with meteorology, especially in finance, health, low-altitude economy, cultural relics, logistics and other fields, strengthen the construction of interdisciplinary disciplines under the "meteorology +" and "+ meteorology" models, and build a connected talent training system from classrooms to frontline operations and promote a long-term cooperation mechanism aimed at mutual benefit and win-win results, implement cooperation with a "one-university, one-policy" approach, give play to the role of the National Meteorological Science and Education Integration Innovation Alliance, and make new and greater contributions to the great cause of building a strong country and national rejuvenation with concrete actions.

At the meeting, Cao Hong and Cao Xiaozhong signed the Strategic Cooperation Framework Agreement Between Lanzhou University and the China Meteorological Administration on behalf of the two parties respectively. According to the agreement, the two sides will jointly build a scientific and technological innovation platform for the efficient integration of "government, industry, university, research and application", focus on fields such as disaster mechanism and meteorological prediction, earth system models, and comprehensive observation to carry out joint scientific research and technological breakthroughs, co-construct scientific and technological innovation bases, conduct teaching reform and curriculum construction of atmospheric sciences, innovate mechanisms for talent training and faculty development, strengthen domestic and international cooperation and exchanges, and promote the popularization of meteorological knowledge.
