Speech by Yan Chunhua

Academician Yan Chunhua delivered a welcome speech on behalf of Lanzhou University, expressing gratitude to the National Natural Science Foundation of China and the experts attending the conference for their long-term care and support. He said that the project team and research group should grasp the core essence of major projects funded by the National Natural Science Foundation of China, take serving the country's major strategic needs and cultivating talents as their own responsibility, carry out regular and irregular reporting and communication during the project execution process, strengthen the connection between various topics, learn from each other's strengths and weaknesses, motivate and promote each other, anchor work goals, clarify their own responsibilities, and ultimately deliver excellent results.

Speech by Huang Jianping

Academician Huang Jianping, on behalf of the College of Atmospheric Sciences at Lanzhou University, expresses gratitude to the experts who have come from afar. He said that since its establishment, the College of Atmospheric Sciences at Lanzhou University has gone through 20 years of trials and tribulations, achieved a number of scientific research results, and made certain achievements and progress. The approval of this major project has a profound impact on the development of atmospheric science disciplines in the western region, and also provides a good opportunity for talent cultivation in basic atmospheric science research. We hope that experts can provide valuable opinions on various aspects of the project, promote the project to produce fruitful results, and achieve the overall goals expected by the project.
Li Wei attended the meeting online and introduced the efforts made by the National Natural Science Foundation of China in deepening the reform of fund projects from the aspects of project guide collection, discipline consultation, expert argumentation, selection methods, and guide release. At the same time, she put forward requirements for the management of this project. Li Wei stated that it is necessary to establish an academic leadership group for project implementation, regularly convene academic exchange meetings, and do a good job in exchanging and integrating achievements between various projects. She also emphasized the requirements for project completion assessment. I hope the project team can better execute the project based on expert opinions and suggestions, and achieve fruitful results through the joint efforts of the expert team and project team members.

The project report and consultation process was chaired by Academician Wang Huijun, the leader of the project consulting expert group. Tian Wenshou reported on the overall research plan of the project in terms of research background, research objectives, research content and assessment indicators, research team and work foundation. The project leaders reported the basic situation, research content, and current progress of each project in turn.
During the project consultation phase, the members of the expert group carefully reviewed the project implementation plan and research content, fully affirming the forefront and necessity of the project. At the same time, the attending experts put forward detailed opinions and suggestions on the overall plan of the project and the progress of each topic's work. They particularly pointed out the need to sort out the logical relationship between the research contents of each topic, conduct regular exchanges and discussions, and focus on serving the major strategic needs of the country. Around the main scientific objectives, they aim to produce significant scientific research achievements with originality and independent intellectual property rights, promote the integration of various branches of atmospheric science, and facilitate the intersection of atmospheric science and space science and other disciplines.
The academic seminar was chaired by Professor Hu Yongyun from Peking University. Academician Feng Qi and Professor Lei Jiuhou respectively gave special presentations on 'Reflections on the Coordinated Development of Carbon Sequestration, Emission Reduction, and Ecological Protection in Cold and Arid Regions under the 'Dual Carbon' Target' and 'Response of the Upper Atmosphere and ionosphere to the Tonga Volcano and the 2024 Super Magnetic Storm'.
Finally, Tian Wenshou presided over the internal discussion of the project, where each project leader responded to and discussed the opinions and suggestions put forward by the expert group.
